If you buy everything in the main store there, they will let you buy the dress that's outside the shop. It takes a lot of bling though. And some of the things in the shop can be used for quests.

Make sure you select the 5 star piece you want in the wishing screen from ocean's blessing (bottom right '+' sign) before you do any more pulls, very nice and cozy video tho I loved it!
