The whole area surrounding Borobudur has a special vibe and many wonderful things to see. Perhaps you noticed there are three Buddhist shrines there - all within walking distance. The wheel you saw at the entrance is not the wheel of Sansara. It symbolizes the wheel of Dharma, total teachings of Buddha, that are meant to be spread.
