Well actually playing good as Legion is useful against monarch - she has no shields as Tone so every bullet will have its target. Even if she runs away from slow you it’s good - you protected your teammates. Couple you-as-invisible-pilot plus Enchanced Scorch can be useful too because auto titans initiates “FOOD” neuron in monarchs head…
Depending on your upgrades and play style, in my opinion...Your either the most respectable person I can play against. Or your more sweaty than a ronin. There's no in between

If you have problems with enemy Monarchs, get good with Legion or Northstar. Also consider equipping Archer (if they cannot dodge it) or Charge Rifle and Satchel charges. Tone can work, too, but Tone's missiles can be dodged by a good pilot and Tone is a bit weak against some of the most popular titans (Ronin, Ion) unless you are good with mind games. As someone who has quite a lot of experience in titan combat, I figured I could give my perspective as a G90+ Legion main. This is a high-effort post. A wall of text incoming. I do not have problems with enemy Monarchs. When I was G30-G50, they could pose challenge, but nowadays I get the more excited the more Monarchs there are on the enemy team. I use Overcore and either Extra ammo or Hidden compartment depending on size of the map (HC for close range, because of pilots, although HC can work in more maps than extra ammo). I always use the battery boost and always aim at the crit spot like a laser. I use the highest or second highest sensitivity because it makes Legion turn faster while aiming. To me, Monarchs are a free core. There have been a few times when I have managed to take down a tier 3 Monarch in 1v1 but those are usually some matches where I join very late to a losing team and the match is still lost due to a variety of factors. More Legion tips below, in case you want to try Legion against Monarch or get better with Legion in general. When you play as Legion, you are like a goalkeeper in ice hockey, a powerful sentry gun (take Call of Duty for example) or damage support. Try to imagine this in your head to understand the point. You are a defensive titan of whose main objective is to hold the front line with your team, prevent enemy advances and put areas under lockdown by shooting everything that moves while being as hard as possible to take down. If someone tries to get closer to you or your teammates, your job is to empty your whole ammo drum on them. You do this by not trying to chase enemies around the map like lighter titans, but instead by trying to HOLD strategic lanes on the map while remaining in the line of sight of your teammates (in order to help them and get help from them in case of enemy attack). You can still move closer to enemies when you can get from one cover to another or when you have gunshield and the core ready. You can, of course, move with your teammates as well. The POINT is to not put yourself to a bad position, in other words out in the open with no cover. And if everyone on your team moves to the other side of the map, move there with them even if you were in a good shooting position before. A good position is a relative concept. It changes depending on the enemy spawns and where enemies and friendlies are. To put it in the simplest terms, positioning and timing is 75 % of success as Legion if you want to counter every titan, Monarch included. You need to play like you are playing a cover shooter. To many people, myself included, this was/is the cartoonish "lightbulb switches on in your head" moment. When you understand that you, as a Legion, are playing a cover shooter, you begin to see every barrier, wall, pillar etc. object as potential cover that you can use in your favor to maximize damage dealt and minimize damage received (when your gunshield is on cooldown). Read the last sentence again. For example, do you have gunshield ready and full ammo? Move or dash around the corner, activate gun shield and shoot the enemy titan. Are you out of ammo and gun shield? Take cover immediately to reload and recharge, unless you know enemy titan is not going to be able to shoot back at you (teammate Ronin gets near them for example and starts shooting, taking their attention). If you have no gun shield and there is no cover nearby and you are getting shot, pop your smoke and zig-zag behind the smoke so the enemy cannot hit you (use this against laser cores, too, if you do not have cover close by). Try to re-engage when then the shield is ready or relocate near cover. To emphasize positioning again: While you are making sure you are in a good position, you always need to also consider the fact that you should stay near or within visual range to your teammates unless you try to do a game-changing flank. NEVER let yourself be out in the open without cover close by (within a dash distance) or alone on the other side of the map without any teammates. If you have cover (wall for example) and tier 3 Monarch tries to get closer to you, activate gun shield and shoot everything you have, core included. Remeber to crouch to reduce your shoulder area that would otherwise stick out behind gun shield. If you do not have core, take cover and/or use smoke after your ammo runs out, recharge gunshield, reload behind cover and repeat. If you are able to do this, and shoot at the critical hit spot (when you do not have core), it is mathematically impossible for the Monarch or any other titan to beat you in 1v1 when they try to attack you. When you have cover against other titans, enemy Tone or Legion for example, shoot them to trick them into using their shield. Then go behind cover. With Legion, count to 6 seconds. With Tone, to 8 seconds. Then their shield runs out. Get out of cover, activate your shield, and shoot them while only you have a defense active. If you try to attack them instead, and they are able to take cover while you move towards them, you will lose. With Ion and Ronin, it is more nuanced. Let's look at the other case: If the enemy tier 2 or tier 3 Monarch does not want to get closer to you, you play cover shooter with her. She tries to peek you around corners and you try to do the same. But you have gun shield, she does not. You shoot at her only when you have gun shield ready, and while crouching. The enemy Monarch then of course tries to take cover, but you get to deal a bit of damage everytime. When gun shield is not ready, you take cover and recharge and reload. The fight can take a long time (my longest is about 3 minutes), but being patient and smart is going to get the win (same tactic works against Northstars). What some people do not realize, is that, by doing that, you are very efficiently preventing enemy Monarchs movement and making her preoccupied. This allows your teammates to sneak behind her, steal battery etc.. When that happens, you can quickly move in and shoot the Monarch with your teammate in crossfire. Of course, someone could also flank you, but that's why you need to have good positioning with teammates and pay attention to surroundings. Sometimes frontlines stay solid. Then you just need to get good at peeking corners and doing "trench warfare" like I just described. These are some general guidelines that work with my playstyle as Legion who maximizes damage output. There are other ways to play Legion, too (HC + Dash, Sensor Relay + Overcore, Lightweight alloys + Dash). I think these should help, but also remember, some matches can still be steamrollings where one team wins 650 to 250 no matter how good you yourself are. If there are questions, I try to respond.
As a Scorch main its my principle to not play arc rounds, I don't want to lay down that disrespect on Papa scorch like that. Her weakness to start off with is hugely overrated imo. One of the most deadly anti-pilot titans, Arguably the most so.
Monarch can be a little annoying to fight, but she’s a really cool design idea. Personally as I play Ronin, Northstar, and Scorch I’m not too afraid of her. (Since they all have good burst damage)
I knew I made the right choice paying the hardest titan since I played titanfall 2 for the first time. Not to mention her ultimate is very unique instead of having a massive power attack she can instead installs permanent upgrades. Say if you go full chaingun you essentially have a permanent burst core “the ultimate BT has in the campaign” so she’s a literal testament to adaptation. Adapt and over come I’d say.
Even as a monarch main myself whenever I see another monarch slow beam me or battery steal execution I think “wtf dude” and I have survived more then enough fights by literally just running away and slowing my opponents down while also getting shield back. It’s literally too good to be true but it is true and its name is monarch. She’s beautiful, she’s strong, she independent. Only thing I wish was we had even more choices for upgrades. Like tone down some of the original choices but let me have an upgrade that lets me crouch and then when I dash directly after it I get a really strong dash. Or maybe additional that are all passive upgrades like titan smokes don’t damage her and slowly regen some shield so you just have a monarch hotboxing 24/7. Or maybe an upgrade that gives you a combo melee so if you punch you can follow it up with a right punch and then another left, no damage increase just a faster melee if you want. Maybe an upgrade that when allies rodeo her they get some sort of bonus. I just have a lot of thoughts in my head of how cool we can and should make monarch because she’s a diverse queen.
The best thing i found to counter arc rounds is to not look at the titan, no massive crit damage for them, then do 180 degre turns and shoot them in the crit spot, work best with northstar.
My highest level Titan is Ronin at Gen 31, right behind him being Monarch at Gen 10. I do use Monarch in the regular, and have my upgrade kits that I like to use for her. However, I have noticed that almost every single Monarch I’ve seen uses the EXACT. SAME. THING. From Monarch kit(I think you all know which one I’m talking about), to Core upgrades. How I beat a Monarch, is if I can figure out or make an educated guess on what cores they have after their first Core, I can figure out how to counter said Cores. For example, Arc Rounds. You can’t shoot what you can’t see, so I just continuously move in a circle around the Monarch, either preventing them from hitting me, or taking minimal damage. Or, you know, just smack the living daylights out of them with my broadsword. I am a certified Ronin dweeb lol
Honestly the only problem i have with monarch Is with the first core upgrade that sucks mommy ion's energy, but even then just spamming less the shield is a good counter. Otherwise its a kinda balanced titans, with a good anount of counters and match ups. Getting 3 cores, as u said, seems not balanced but It needs some skill if youre up against a strong enemy team. In conclusion, i simp for both medium chassis mommys and i require the flatline vid

I like going arc rounds for first, second is either quicker reload of abilities thing or the AOE siphon thing(sorry been a while since I've played monarch, I've been busy grinding ion skins) and third is chassis upgrade or it's the xo 16 accelerator
To me, monarch is like the eyelander dilemma in the other TF2 game. Monarch, like the eyelander, is really good at pub stomping, seeing as both snowball into really strong things. However, in a competitive sense, both are not the greatest weapons in the world. Though, seeing as TF|2 doesn’t really have a comp scene, I’m mostly comparing Master/Insane FD monarch to comp eyelander (However, a particularly good team of randoms also demonstrate monarch’s biggest weakness, her start).
I like playing Monarch with the healing upgrade, but I love playing Ion beacause of lasers, her cute voice, her visual and LASERS (I like lasers weapons 😂)

Monarch is definitely weak I’ve literally never lost against a monarch I’ve won with her but never lost to her she does virtually no damage but I only play pve so that’s prolly why pvp is something I rarely play she do go wild in there

How i want to rework monarch is that you can choose the core in game and not have to prepick the cores before hand.

I like going arc rounds for first, second is either quicker reload of abilities thing or the AOE siphon thing(sorry been a while since I've played monarch, I've been busy grinding ion skins) and third is chassis upgrade or it's the xo 16 accelerator

To me, monarch is like the eyelander dilemma in the other TF2 game. Monarch, like the eyelander, is really good at pub stomping, seeing as both snowball into really strong things. However, in a competitive sense, both are not the greatest weapons in the world. Though, seeing as TF|2 doesn’t really have a comp scene, I’m mostly comparing Master/Insane FD monarch to comp eyelander (However, a particularly good team of randoms also demonstrate monarch’s biggest weakness, her start).
monarch itself isnt the peoblem, its that you can have multiple on the same team
best loadout is for monarch ark rounds mallstorm or rearm superar chasse

I like playing Monarch with the healing upgrade, but I love playing Ion beacause of lasers, her cute voice, her visual and LASERS (I like lasers weapons 😂)

Monarch is definitely weak I’ve literally never lost against a monarch I’ve won with her but never lost to her she does virtually no damage but I only play pve so that’s prolly why pvp is something I rarely play she do go wild in there
