Sword blocking could be added but doing so either severely damages the sword or stops most damage but some still gets through. It's a cheaper alternative to shields but is still worse than shields, keeping the shields usefulness.
Could just be it only stops 50% if the damage, or only stops melee, projectiles (arrow trident) and explosives still hit, or both and the fact only swords have it to give them some value over axes
To me, this feels more like they wanted to let people make custom shields with datapacks and alike as opposed to re-adding 1.8 sword blocking, but the fact that you can is really cool. I also feel like this could be useful in maps where the player needs to be holding something that has a right click function like food, potions, projectiles, etc. but not be able to use them, since being able to block with, for an example in the video, a pufferfish, means you can’t use its main functionality.
Minecraft 1.21.4 is definitely my favorite era of minecraft when it comes to sheer number of things you can create with vanilla commands. Also syntax being streamlined is nice too

That should be possible with function macros (for grabbing the name from the player head and using it as a variable in a kill command). And raycasting methods among other setups have existed for awhile now to find and detect the block that a player is looking at, has mined, etc.

how to do it correctly: make it so that the sound is "anvil_used" make it so that it takes 2 uses from the sword every time something is blocked instead of block, make it a parry, where if you block within 0.5 seconds before being hit, or during being hit, it redirects half the damage back towards the attacker if you do it incorrectly (blocking more than 0.5 seconds before being hit) it takes 4 uses, and plays the sound for an anvil breaking
