From what I can see she gotten too comfortable with the luxurious life of the Palace and saw how well Yanwan was doing that she wished death on to the Empress that way Yanwan had a chance at becoming Empress. She was greedy and wanted more. Ruyi did nothing to Yanwan's mother but here her mother is telling Yanwan to get Ruyi and become Empress.
