Why wasn’t a similar project developed around the Palo Verde nuclear plant? One of the safest and cleanest forms of energy. Built and operated by Americans not some questionable foreign company.
Most of these plants are net positive on water due to the extreme air conditioning to maintain clean rooms. The water pulled out of the air even in a dry climate would surprise you. Just look at the Intel plants here in Arizona that are also net positive or close to it on water usage.

Yes, taxes were raised in this area to pay for schools for the influx of new residents. Where are the gains for that area? There are no gains, just a loss of open spaces, more traffic, more crime and higher taxes. Oh yeah, then there's a little thing called WATER!!! Greed, greed, greed. Tap water is not what they use. Yes they use a LOT of water, but it is ultra pure. They filter it so well, that it should surprise no one it is 90% recycled water. Taiwan has a huge water shortage as well.
No one mentions the fact that just north of that planned development area is the largest public outdoor shooting facility in the US and has been there since the late 50’s.
Oh, good...just what we need. Another 100,000 or so people surrounding an industry that demands a lot of water for production and produces additional heat in the process. How did this get approved with a 100 year assured water supply?
Technically it was gonna be much smaller, until TSMC had received investments from several other companies. Trust me, it will be big enough and have more than enough semiconductors that it won’t need to expand that much. If there’s any need for expansion, they’ll create another full new plant.

Phoenix is not far from the ocean, if water becomes a problem it is easily solved by desalination like in Dubai and other desert locations.
