8:21-8:51 was an educational channel that showed a bunch programming similar to PBS its name was educational channel 20 and during these color bar screens it was broadcasting audio from local radio stations it is now called educational access channel 99 on Cox cable in Phoenix and it still broadcast on C-band I believe.
