The company under discussion is a specialized business and a psu. Psu are not in business of making profit but building nation.

Not necessary. In any case 1-t is a constant, so would not matter when comparing. Ideally should use EBIT, but even if you use something else like (PAT + Interest) or EBIT (1-t), that is fine.
