What about CDL schools .. ? And there Instructors are not driving the students are... and we are not for hire nor can we haul freight the trucks are in the DETS for Ohio .. there training trucks only .. so do we need to be registered?

how does it work for owner-operators when the company has only 1 driver? Should Owner-operator be registered in Clearinghouse as an employer and at the same time as a driver?
Your SAP will only report on Return-To-Duty initial assessment and eligibility for RTD testing. However, after the return-to-duty test is good (and loaded to the Clearinghouse database by the employer or Consortium/TPA) drivers will be require to perform at least six unannounced follow-up tests during the first 12-months after resuming safety-sensitive duties and may be in a follow-up testing program for up to five years.If you are in the middle of your follow-up testing process, after January 6th, 2020... all the other test results will be loaded into the Clearinghouse database -- but this will be added by the Employer or Consortium/TPA.
Size of company does not matter. If the company employs CDL drivers held to FMCSA drug testing program... they must register to the CDL drug/alcohol Clearinghouse. All owner operators must register as well as they are a company and a driver. Also, any drivers planning on being hired with a new company after Jan 5th, 2020 need to register in order to allow hiring company to search the database of any records on them.

Wrong. This FMCSA CDL Drug and Alcohol Clearinghouse if for CDL drivers who are required to be a part of an FMCSA drug testing program. CDL holders include, but is not limited to: Interstate and intrastate motor carriers, including passenger carriers; School bus drivers; Construction equipment operators; Limousine drivers; Municipal vehicle drivers (e.g., waste management vehicles); Federal and state agencies that employ drivers subject to FMCSA drug and alcohol use testing regulations (e.g., Department of Defense, public transit)

So if I take the sap program before January it won't be on data base

What if I work for my parents trucking company? They have only 3 trucks so we are a small company. Are they required to make me comply??
