No - you should equip the skills that are best in slot for your class. You should never prioritize just stars as even a lower star skill that's best in slot has the potential to deal a lot more damage (heal a lot more / tank a lot better)
@@JayRadYoung imo archer is better with haste mount, since you can easily get crit from equipment recast and also innately high crit from skills if im not wrong, archer mainly use attack speed hence why the tobi mount is the BIS atm Also in map when you reach lv68ish you get new crit accesories, thats why you dont really need to go full crit since haste is also a main key in archer build
