I would advise everyone, F2Ps and spenders included, to not use mount frags to roll their stickers until that mount is maxed yes. You can get glue remover from events, and some rare packs as a spender. If you have glue remover, then feel free to use that to roll your stickers on your main mount without worrying!
But this game is really good in the sense that we are allowed to choose between keeping the old sticker vs taking the new sticker, so we don't waste resources and end up getting a decrease in power.
If they continue as they have been with giving more glue removers from events, everyone including f2p will get there eventually! Plus it just depends on your sticker rerolling RNG at the day!

DPS and tank would take Rock for the DMG increase (and DMG reduction for tanks), Healers could probably benefit most from Toby for the ATK boost (increases healing).
I don't know about "huge mistake", I think you could fall into a bit of a trap always waiting for the next gen, as the same argument could be made at gen 2 rerolling stickers before gen 3 comes. I guess it comes down to your personal preference at a certain point. Gains now, or potentially higher chance at getting ideal stats later. I'm also not really sure what ETA we're looking at to getting any mounts that will surpass the ones we have now as far as running their opening skill and not just using them as support.

You are right! There are a lot of games that would force you to take the new roll even if you don't want it. Compared to that it's much more fair.
