It's definitely not Pay-To-Win and the CoD community has been misusing this term since AW. A bad player can buy this bundle and still lose games. The closest thing to P2W would've been if the AS Val from MW2019 was behind a paywall and couldn't be obtained otherwise since that gun was beyond better than any other weapon in the game. This isn't the case for this gun tho since it's not OP

I believe it will be available in a place called “the armory” which will become available later. You can select the siren and any upcoming event weapon there and earn xp towards it to unlock it.
@ completely forgot about the armory, thank you hopefully they drop it there if we don’t get it as a community
