You formatted the ssd and you had hdd, you do not look what you are doing and you should see that after this operation you need to turn on the hdd - you can see that you are not a service technician

Install SATA controller Firmware GXX-A8 onto the MFP, follow this up with upgrading to latest firmware.
If this alone does not resolve the issue, take out the HDD from the MFP, mount it to a computer using a SATA to USB dongle. Use disk utility to delete all partitions on the harddrive. Make sure you do NOT loose the spring tension ground (looks like 3 claws mounted to one of the screws holding the HDD in place), if you do you will no longer be able to upgrade firmware!!! Reinstall the HDD to the MFP, go into service mode and follow the steps in this video, but only do logical format, not physical. Reinstall latest firmware. If you are unable to install latest firmware, reformat the drive and repeat until you can install latest firmware. If you can't seem to get into the firmware bootloader check the spring tension ground. You might need to bend it a little for propper contact. video, OCR and PDF-A data will need to be reinstalled. This should fix the issue unless the HDD is defective.
2019 models and later should have the newer SATA controller firmware already installed, so if you get this error on one of those machines it is likely the HDD is defective.
If you are no longer able to enter "utilities" menu or physical function buttons no longer work, go into Service mode -> System 2 -> Software Switch settings: Set SW switch 25 to HEX code A0 (A Zero)
