Yes. If you look on what is normally called a split flange, there is a cavity that a regular flange gasket would not be able to seal. Also in this demonstration, it doesn't show the locking bolts and nuts being secured down on the pipe. When the locking bolts are tightened, it squeezes down on the gasket and you can't spin it. Then you secure it to the flat flange with the proper sizes bolts and nuts. Once you achieve the proper torque, and if it's the only joint you have, open the control valve slowly and pressurize back to normal psi. This one here is only used on cold water lines like fire sprinkler mains using light wall pipe.

The torque is dependant on the sizes of the bolts. See Anvil's installation instructions for specified torque for each pipe range.

why the full face gasket is not used in between welded and grooved flange? Does grooved flange gasket is enough for preventing leaks.

It depends on the inner diameter of the welded flange, in many cases an additional flat ring type gasket is needed for a proper seal
You can also get these grooved to flange adapters with rubbers that also have a flat ridge to eliminate the need for a second gasket in those cases
When you say to specified torque why cant you just say what the specified torque is?
