No, grizzlies can be harvested. Some hunts in Alaska require a "draw tag" which is similar to a raffle ticket to hunt. Other areas you just get your tag online and hunt them.
This clip is from Kodiak Island, Alaska. The Alaskan brown bear population there is quite healthy and bear hunting is tightly regulated. Alaska is divided into 26 most game management units. In most of the units open to brown bear hunting you must draw a lottery permit. You will then be required to complete a hunt report: whether or not you hunted, how many days, how you got into your hunt area--boat, plane, highway vehicle, walked in etc., and whether you were successful If a hunter kills a bear they are required to report the sex and approximate size and the bear's skull must be delivered to a Fish & Game biologist for examination and for aging--they pull a vestigial pre-molar. There's really no reason to get upset about regulated bear hunting--sows with cubs are protected and hunters target the biggest, oldest males anyway. Biologically, the older males of most species are expendable as a cohort and removing some of them from the population has the least impact on the overall population.
