There's likely a more elegant way of doing it, but I often end up running a playbook that uses the ansible.builtin.shell module to run the galaxy commands against a requirements file. That requirements file would be managed in the same source control system I'd use for my playbooks.
How do you config the system to download collections and roles from ansible galaxy?
