Even Cobra Assalt Cannon didn't stop Robocain in RoboCop 2 movie.
For the final ED-209. Go up the ladder and there you can find a regualr 50,Cal rifle and Cobra Assault cannon. About a 3 shot kill.

I think the old man knew he had little time to live as human.
Just stay on the other side of the van and you can shot him without getting damaged. It takes long but it is the easiest way to kill him
