To burn them down 😁 and you can also cause citadels with your HE shells. This is a special ship where nearly a full HE build can work. BUT, If i am close to a bb or I am aimimg a bb with lower armor (tier 6 matches), I usually use AP. Regarding cruisers, if they are too close or if you want cause fire the HE will be a better choice.
