Given how flustered Basil is when he refers to Ratigan at the start of the movie, its sounds less like he foils Ratigans plans and more that he keeps getting really close to beating the malicious mouse. Hence why Ratigan still really hate him while still having a massive ego.
To me, (and probably only me), this song is not only sung by the Best Disney villain ever, but its also the best Disney villain song, too!
My favourite is Hellfire sung by Claude Frollo from The Hunchback of Notre Dame. I love it for it’s dark and gothic tone.
