I check the manual, it told me that e0 is the eeprom error. As I have checked the voltages. They were passing through the eeprom. But the EEPROM other pin was internally shorted. I realized it when I check it in the programmer. It was not able to detect the IC. Hence I replaced it and the problem was finished.

Capacitor doesn't show any value and the wire of compressor are: run 6,9 ohm, start 17,3 ohms and all is 22,2 ohms. If i change the capacitor will the compressor run? I'm confused, you said that the expected voltage on the IC is from 2-5V, what made you realize that it is shorted when you measured 5V on the IC?

Why volts between 1 - 8 pins should not be 5 Volts? (vcc is 5 volts )
It is seems complicated just give us some simple dimonstration
There is none, buddy. Stick to less complicated repairs until you gain knowledge to tackle something of this sort.

Sounds unrealistic, to find this error in such a large controller and even to fix it in reasonable time.
I didn't show, the process. How much time it took to find it. I just simply told the solution so you have not to do all the hard work that I did.
