- As we countdown to the Rugby World Cup 2021, we reflect on the process that decides who will officiate the World Cup final! In this week's episode we look at Hollie Davidson's history making fixture as an all female team officiated a tier 1 nation (Portugal v Italy) for the first time. It wasn't to be a walk in the park either as a last minute penalty try decided the Fixture in Portugal.

Question I would raise if I was sitting in a WR Referees meeting.
There appears to be a different mindset to penalty tries awarded from scrums and/or mauls as opposed to penalty tries awarded from open play. Generally the TMO protocols are used to decide penalty tries from open play however not from scrum or maul where almost always the referee decides immediately.
Why is this?
If you look at the two penalty tries awarded in the Portugal v Italy match, the first one, from the high tackle, was decided after the review however the one at the end of the match, from the maul , was decided by the referee immediately.
I suspect there is a difference.
The high tackle has a clear protocol, point of contact, mitigation etc, the penalty try, would a try probably have been scored etc. With the collapsed driving maul, it's simply a case of are they driving forwards close to the line and did someone drag it down.

Excellent decision on penalty try, clear to see the maul was collapsed deliberately - hand out for advantage no advantage then give the penalty try good call, but I dont think advantage is the correct way here but all in all decision was correct - current referee rugby
Terrible referee. New Zealand deliberatel dropped the English driving maul in the last minute of the World Cup final. Second time should have been a penalty try but she bottled it.
