management: Apart from revival of ponds and desilting of river beds, creation of waterways in southern Bihar to manage the flood will increase irrigated land for about 5 million hectares and generate over 1000 MW of Hydel power and provide employment for 9 Million people.
In 1912 this large state called Bengal presidency bifurcated into Bengal and Bihar-Orissa, then in 1936 again bifurcated into Bihar and Orissa.
The main difference between Kashmir and Bihar is that Kashmiris didn't choose to be in trouble but were unfortunate, Biharis chose and continue to choose to be in trouble by not voting for the right leaders. That's why no one talks about Bihar.

5) Special status for early momentum . Though its already late.

Bihar as a state still has residual form of feudalism.

"Until the lion learns to write, every story will glorify the hunter." He spoke about state-sponsored violence based on caste but ignored the social structure of Bihar at that time, where Backwards weren't even allowed to sit before the upper caste. He overlooked all the stereotypes the upper caste created for Backwards and the marginalization that existed in Bihar then. So, Lalu didn't start this movement; it was the sense of a fight for fairness among the Backward classes, a fight for dignity and equality, that necessitated a Backward leader, which Lalu exploited. His policies weren't effective, and the whole revolution descended into violence( which was started by upper caste land owners), yielding no meaningful results other than reducing overt discrimination. There could be more reasons why vacancies were not filled, the major one being the Bihar government lacked profitable institutions and funds, rather than your imaginary theory of avoiding government jobs because they would be taken by the upper caste.
