I was watching this video I was waiting till midnight so I could go get it and then I looked at the back at my TV and then it popped up right by the police station. I was so hyped.
easy way to do this is go to director mode and spawn at that police station. and it should be driving down the street. works in day/night. if it doesn’t work do it again. it will be there. drive it to one of the characters garages. switch to that character and boom

You don't need to scare those ppl. All you need to do is drive to the u turn and it will spawn a police car.
i found it easier during the day spawns near police station cruising around
