    REPUBLIC ACT NO. 11909, July 28, 2022
    AN ACT PROVIDING FOR THE PERMANENT VALIDITY OF THE CERTIFICATES OF LIVE BIRTH, DEATH, AND MARRIAGE ISSUED, SIGNED, CERTIFIED OR AUTHENTICATED BY THE PHILIPPINE STATISTICS AUTHORITY (PSA) AND ITS PREDECESSOR, THE NATIONAL STATISTICS OFFICE (NSO), AND THE LOCAL CIVIL REGISTRIES, AND THE REPORTS OF BIRTH, DEATH, AND MARRIAGE REGISTERED AND ISSUED BY THE PHILIPPINE FOREIGN SERVICE POSTS
    Salient provisions of RA 11909:
    “Section 3. Permanent Validity. - The certificates of live birth, death, and marriage issued, signed, certified, or authenticated by the PSA and its predecessor, the NSO, and the local civil registries shall have permanent validity regardless of the date of issuance and shall be recognized and accepted in all government or private transactions or services requiring submission thereof, as proof of identity and legal status of a person: Provided, That the document remains intact, readable, and still visibly contains the authenticity and security features; xxx”
    “Section 5. Prohibition Against Requiring a New Copy of a Certificate. - National government agencies and instrumentalities, government-owned and -controlled corporations, local government units, private companies, private and public educational institutions, and other nongovernment entities are prohibited from requiring the submission of another or newer copies of certificates of live birth, death, or marriage, and reports of birth, death, or marriage when a valid certificate can already be presented.”
    “Section 6. Submission of Other Documents. - The submission of a PSA-authenticated birth certificate shall be without prejudice to the submission of other supporting documents that the end-user agency, company or entity may use in determining the identity of applicants, particularly those classified as special cases such as dual citizens, persons with dissolved marriages, and those with late registered certificates of live birth.”

    There is clear difference between “birth” and “birth certificate”. This video addresses the question on the requirement of a certificate of live birth for various transactions.

      Attorney , may question Po aq sna matulungan nio Po aq, Bale nagprocess na Po me Ng Report of brith Ng anak ko and now may PSA birth naxa last week and requeated for 5copies.. pra may Phil Passport na anak q , late registered KC Po xa attorney, tanong ko Po need pa Po Ba Ng Dual Documents Ang anak q and ung approval of commissioner Ng immigration ? Sabi Ng Embassy of Paris no need na Po daw, as my son is dual by birth , at that time of his birth Filipino citizen Pa Po aq and he's 7years old po mraming slaamt po Attorney sana masagutan nio Po problema q attorney 😢😢😢😢

    Sabi ng SPA offiner birth certificate walang expiration. Ang marriage certificate 6months validity.

    bakit ang LTO ay required p rin ng new birth certificate authenticated within the last six months. what is my recourse when LTO insist not to comply with RA 11909?

    Good afternoon po, my wife (Filipina by birth) is now a US citizen . when she attempted to get dual citizenship, they found her birth year did not match her other documents . She secured a notarized statement from her mother but was told this was not allowed. Her mother is now nearly 99 years old. What is it going to take for her to get this error corrected? Secondly, with her being a naturalized US citizen but Filipino by birth, can we still apply for a 13(g) visa for both of us? Thank you in advance.

    Good Day po Atty. I have query po regarding sa 36 COUNTRIES VISA-FREE for the Filipino Citizen. If for instance po ba mag travel in MULTIPLE COUNTRIES for about 3 months bale from MANILA-THAILAND-SINGAPORE-MALAYSIA AND SO ON then back TO MANILA on 3rd month, IS IT ALLOWED PO BA SIR? FINANCIALLY CAPABLE NAMAN PO. MARAMING SALAMAT..
    Purpose: tourist lang po

      Yes, you can, as long as you have proof that you can finance your travels. It's also best if you have a return ticket and hotel reservation for the first few days of your trip.

    Good day po Atty. Magaapply na po ako ng US citizenship, nagaalala po ako kc may lupa po ako sa Pilipinas at inuupahan po ng isang cellsite company for 22 yrs. mawawala po ba ito sa akin kapag maging US citizen ako

      @@remediossevilla2779 hindi po. Sa inyo pa rin yun. You don't lose the property that you have/ had as a PH citizen. Atty has other vids re: ownership of land, pls watch them. If it will give you more peace of mind, you can apply for reacquisition of PH citizenship (to become dual) after you become a US citizen.

    Are international embassies included in this? What if the Japanese embassy in the Philippines is requiring the visa applicant to submit a birth certificate issued 12 months ago. @your_lawyer

      Ours is a domestic law in which case there is no guarantee that foreign governments would give effect to it. The Japanese embassy may impose its own set of requirements or choose to adopt our domestic policy.
