This looks to be plumbed as a pressure reducing/downstream surge control valve. The CRL pilot sensing line is coming from the CRD which is sensing downstream. The CRL would need to be sensing upstream pressure to be sustaining, essentially prioritizing the upstream pressure over downstream.
Crl should be sensing upstream not downstream pressure so if pressure drops the crl closed the valve even though the crd wants to keep downstream pressure
Regarding a pressure sustaining valve ....... What happens if the low side pulls a vacuum or downstream line empties? Is the pressure maintained? How does variation in pressure on the downstream effect the function of the valve?

the higher set valve is commonly known as a monitor or high pressure override pilot

CRL sensing downstream their for whatever reason you get higher pressure other than what the CRD is set for the CRL will shut the valve
