Yeah I'm British and we use both methods to cook rice and I often boil rice in plenty of water and strain it in a colander (not a sieve!), then let the colander sit on the hot pan so the water can properly drain and evaporate. Then you have perfectly good rice. They also boil rice this way in India quite alot.

The only exeption: poorly cooked leftover rice. I currently have some leftover rice from take out that tastes really bad. Will not be making fried rice with that. I'll just cook my own rice and wait until tomorrow

rinsing after boiling rice is weird, but i always drain the rice 2 , i never learned it in another way , but i drain with the pan its cooked in and then put the lid on it , the difference here is that i do not measure how much water i use , i just fill a pan , and add rice in it, until i think that is enough, so most of the time we use 4 times as much water then rice.
A lot of rice in the US has been prewashed. But you only have to drain the rice if you add too much water to it. I used to buy packaged rice but now I like rice in a gunny bag, If you rinse the rice after cooking I think it may reduce the starch in it but then it loses its stickyness which i tend to like.

That's not a colander, it's a sieve. Don't use a sieve to drain rice, use a colander, ... the holes are bigger and allow water to drain easier because air can get to the rice. Let the boiled rice sit in the colander over the hot pan you boiled the rice in, so that excess water can drain and evaporate. Also, boiling in lots of water and draining will remove more starch also. It's actually a very easy and effective way to boil rice.
I'm from the UK and some people boil their rice (particularly large, long grain rice and brown rice or wild rice) and some people use the covered pan method (particularly for basmati rice). Rice boiled in an open pan with plenty of water is perfectly fine and good. - you just have to try the rice to make sure it is cooked right, then strain it in a colander and let it sit for 5 minutes on top of the hot pan you cooked it in and let any excess water drain and evaporate. Amos, you are an Indian, how come you don't know Indians cook rice this way? Shocking! Go back and ask your parents how they cook rice in the old days before the invention of rice cooker. I have seen with my own eyes how Indians cook rice a very long time ago during the days of black and white TV. Anyway I confirmed with a few Indian friends of mine and they say this is correct. They still practiced this in India. Some especially those with diabetes still do it this way to remove the excess starch. And according to my Indian friend, they still cook rice this way in the temples. If you cook rice with excess water and then throw away the water, the rice is loose and not lumped together. She rinse the rice in tap water to remove the stickyness.
