Although, after watching your video, I noticed Baseus shows on the box a 'Capacity' of 5000mAh at 14.8V, also a 'Rated Capacity' of 12000mAh at 5V with an Energy Conversion Rate >75%. While it's good they show this the mAh at the different Volts, the math doesn't check out. Any idea why this may be?

The core idea in the whole subject is to determine exactly the percentage of the effectiveness of the power bank, I.e the efficiency. The efficiency is the hidden secret here, once it is determined , the whole bunch is straight forward.
How can I know the mAh capacity of a chinese power bank? because they always lie to their capacity, I know they have more sophisticated methods that uses a usb but I was wondering if I use a 1amp charger to charge a battery of a 3000mah cell phone and it takes 3 hours to charge (5v common charger) or be charged 1000 mah per hour could i find out the capacity of the power bank battery by the charging time of it? type if I use a 1amp charger and it takes 5 hours to charge 100% it would have 5000mah would not it? Of course this capacity would be from internal batteries to 3.7v and not from the actual carrying capacity with conversion to 5v which has a loss ....
Good question, bro! My video roughly shows about the calculations behind power bank charging capacity. If you really want to know the capacity of any power bank(ex. chinese), then charge it fully with any amp chargers (1A or 2A) and count on time.. So, that you can get charging time and you can also calculate the power bank capacity. Your calculations were right (i.e. 1000mah per hour).
