The Côte d'Ivoire is a multilingual country, most people talk their birth language (Dioula, Baoule, Senofo, Agni, Bete...), maybe one or two others. About 35% of the population nationally (70% in Abidjan) speak French. Vanishingly few people speak English.
The first time I discovered GPS it was in 2009 and I was abroad .Last Year in 2022 I showed GPS navigation to my uncle ,he has a car , a college or university degree but until 2022 he didn't use GPS .Taxi and Uber driver are less educated than my uncle , so they are not confortable with GPS yet .Average Ivorian is used to describe his location and direction verbally , Example , I am going to this place close to this hospital or close to a another famous place . We re used to give location and direction refering to a famous place or building Every taxi driver knows because 99% of Abidjan street had no names .This Year 2023 the governement has decided to give a name to every street in Abidjan, So now we will have "Rue Allassane Ouattara , Rue Didier Drogba ... Rue Félix Fouphouet ). As Every street will have a name GPS use will boom naturally .

As for needing billions, that will depend on your budget. For business to do here, think Nigeria but less population. The international names of currencies are the two letter country code, followed by a the first letter of the currency name. So the international name of the Ghanain Cedi is the GHS. Clear, yes? But some currencies are issued by international organisations so they get fake country codes starting with "X" -- "XO" is the "Banque Centrale des États de l'Afrique de l'Ouest, BCEAO" and they issue the West African Franc, known internationally as "XOF" and by the countries that use it as the CFA Franc.

Also, you get just a 30 day visa that can be extended, but you still have to show a return ticket. If you want to extend the visa, how can you show a return ticket within the first 30 day visa period? Finally, I don't see any mention of a retirement visa there.

There are two group of CFA . The CFA belonging to West Africans Francophone countries which is XOF ( Franc CFA d'Afrique de l'Ouest) and the CFA belonging to Central Africans Francophone countries which is XAF(Franc CFA d'Afrique Central) . The 2 groups of CFA cannot be interchangeable since they dont have the same central bank . One in west Africa located in Senegal called BCEAO and the other in central Africa located in Cameroon called BEAC . To tell you the truth forget about XOF and XAF people here don' t mention it to name the currency

Just go to your embassy they will deliver a consular card, that will be your ID as an ECOWAS resident, you don't need visa if you're within the space!
