Dear free radical forms in case a single electron transfer occurs. In case of heterolytic fission only carbocation or carboanion brings more stability instead of free radical. For example if in CH2CH2OH2 the bond breaks homolytically we will get CH2' and 'CH2OH2+ one unstable free radical is formed and another charged radical is formed. The system became very unstable. But in case of heterolytic cleavage we get H2O which is very stable molecule and one CH3-CH2+ ion which still is more stable than CH2' so heterolytic pathway is energetically more favoured that's why it happens like this.
