I think your USCF rating calculation might be incorrect? I believe the formula is: Performance Rating (PR) = (Ri + Σ(Rop) + 400 * (S - (N/2))) / (N) Where: Σ(Rop) is the sum of the ratings of all opponents faced in the tournament. N is the total number of games played in the tournament. (Ri) Is the player's initial rating before the tournament. (Rop) Is the ratings of the opponents faced in each game. (S) is the player's score in the tournament (usually measured in points out of the total possible points).
I haven't seen that exact formula anywhere, it may work out to be the same result though. However I don't see any performance ratings that incorporate a player's initial rating (as performance rating is isolated to the individual tournament/event).
