Military kilts usually don't have fringe (the London Scottish's Hodden grey and the Irish saffron kilts are an exception).

I purchased a fabric that was described as a great kilt but it came hemmed all around. Is this a regular thing as opposed to allowing the fringe to show?

I've heard the same educated guess pronounced with more an air of authority.

I thought it was because some fabrics have fringe on the salvage and thought that was the case with the tartan.

When you say practical Scots is that US irony calling us tight? Do you know the origins of that accusation? Apparently after the ban was lifted in 1782 people that had hidden clothing from before the ban started wearing it again. Of course after 26 years the cloth was either tatty or the dyes had faded so the Sassenachs made fun by saying that the Scots were tight fisted and so it stuck. The truth of the matter is that the Scots were more hospitable than the English or Germans having inherited the northern traditions of the Scadinavians that hospitality could not be refused because of harsh weather conditions in the north could mean the death of anyone that was refused hospitality.Sassenach can also mean lowlandrs and English (Saxons)
