i definitely think that jingle is meant to portray how common incidents like this are, though i think the song as a whole conveys the fact that this is your first breach. the amen break gives it a tempo unheard of from the rest of the soundtrack.
I would bet a large sum that the author's inspiration came from the Dust Brothers' Fight Club OST. Just listen the Fight Club OST "Marla" track if you like this.
I love how there is like 8 buildups for a sick drop in the beat, but no... You are baited over and over again, there is not one moment that lasts longer than a few seconds where you can hear the synth and the drums go crazy together. It's always some other instruments or elements that are coming to light separately at each buildup. It is constant tension and no release, but it's not stale or boring either, it is so we'll put together.
I remember playing this for the first time and when the drums at around 4:00 kicked in, I remember my Ultrakill instincts also kicked in from the drums alone
2:46 is such a good part of the song and honestly might make this track one of my new favorite game ost of all time

It kinda reminds me of some tracks in SWAT 4's OST, but not surprising since RoN is a spiritual successor.
