@cobuman for excel file been open in share drive , u can actually check who has opened what. You can go to the server and then open computer management > shared folders. Check for open files. It will show all current files that are opened and by whom We use this a lot of times when some one cannot save changes. So u can check the username of the person who has opened the file and ask that person to close the file so that the other person can save it.
Interesting, I didn't think of that. Are you talking about when files are stored on a managed server? If so, from a security point of view it's not a good practice for users to use a dedicate server for file storage. I suppose if working on a project and you have no other way of sharing/working on the same files.

I have a user using mac os using OWA. He can not edit mail rules in OWA using another mailbox. Pls suggest whats lacking He can view, add, enable but not edit.

Worth a shot. You could possibly take ownership and delete if it's not stored on OneDrive or such. I guess if it is on OneDrive O365 Admin can delete it... forgot about that. Printer spooler is other on or off. It does not turn itself off randomly. If it's off it would not show any printers at all.
