After the ww2, communists got in power and they did not care about restoring the old historic architecture. That's why there are commie blocks in the old city and the highway in the city centre. A big portion of the city's history was destroyed like that. Also, graffiti is illegal, but it's hard to get rid of because "tagging" is for some reason popular in these parts of Europe.
