The difference between men and women is rooted in their essential nature. Means there is biological difference, men can't replace women and vice versa... This report is not based on performance on ground, its based on management which most time women do better but the army have to perform on ground so it is difficult to manage them by woman. Different women regiment or at least battalions must be raised which can perform functions acc. to their biological capacity. It's not man vs woman, it's what duty they have to perform and they are soldiers, so efficiency of woman there always be lower than man...
It's true that women are new to this It will take time for generations to reach the same level it doesn't mean we have to stop our efforts or criticize the government's efforts to reduce the gender gap. You can't point to single women to generalize the whole gender.

It should be merit based, simple. We need a set of standardized test. Today the wars are not hand to hand, but technology plays a big role as well. Test individuals on those standards whoever qualifies are selected. No quota , no gender preference or prejudice, just pure merit based. If it’s 1:10 ratio or 10:1 doesn’t matter, protecting nation comes first.
