I disagree with having the 5% torp speed mod without taking _Torpedo Bomber_ skill first. IJN aerial torps are already fast that the _Aerial Torp Mod 1_ just makes them having even longer torp arming distance. I'd always take TB first instead of the Secondary Armament Expert skill to shorten the terribly long arming distance
I did say to take Torpedo bomber skill and that if it wasn't a perma captain to take it first as its better on the other tier ship. And for me its personal preference what you take first. Iv play a lotta haku and kaga who have very similar arming distances with the TBS as to the Ryūjō without it. Most people will move there captain up and there for take the TBS first . In the end it's more personal preference to what you take first or not and how competent you feel in the ship
