40k in credit card debt is irresponsible, the interest rate is crazy. I bet if you look at the line items it's trips and things she didn't need. No sane partner should be with her long term to combine finances.

You are so right about everything until now. If someone has 40,000 in credit card debt there is no way a bank is going to give a loan period. I have10,000 in debt and can't get a personal loan. I can't imagine 40. I follow you and practice what you teach. But this tutorial doesn't work. BTW thank you for all you teach.
That depends on their credit score and debt to income ratio, and credit card utilization. there are people who definitely qualify for a personal loan with that much cc debt.
