I think the census data is based on the 2 main wards for electoral basis which basically covers most of east and west whitby, not villages or ask valley.

The population has surprised me and I think if the new out of town housing isn’t taken into account then you have to be right pal. Wow that sand bar went out almost as far as the harbour wall. Are those your photographs that are for sale in one of the shops down church street on the left as you walk up from the bridge towards the Market Place?

The population in recent decades has remained relatively static, despite many new housing developments adding hundreds of new homes to the housing stock. Many people have moved away from the immediate town centre to these developments on the outskirts of town, and many of the properties they have left behind have become holiday lets. Landlords of short-term let properties in the town centre have also converted their properties to holiday lets as have developers who have bought and refurbished the properties of those who have passed away - very much evident on Fishburn Park aka the Railway😊
Good to hear there are some community-spirited people still around in this profit-before-people age we live in. Long-term rentals have remained in Well Close Square, the bottom of John Street and on Langdale Terrace over the years and have provided much-needed starter rental homes for many - long may they continue to buck the current trend of homes being lost to the ever growing holiday let market. When will the bubble burst?
I think the 100s who've piled into holiday let's over the lasts 20 years are going to get rinsed. The changes to holiday let taxation are well in progress. There's some more to come.

Every property in Whitby should contribute to the council that maintains and governs the town - there should be no exception except for the very poorest in society.

That would prevent situations like tge railway where one holiday let has 2 or 3 cars cars turning up. Planning should insist each holiday let has 2 off road car spaces and should niot impede on residents.
13000 approx if using permanent residents as the basis as "live", just look at the 2021 census. Between the 2011 and 2021 census there were just under 900 new houses built, and the population went down by approx 80. Tells its own story.
But what story does it tell ? My assumption is most of the long term residents vacated the town centre leaving it as Holiday lets, and they all moved into new homes recently built in areas like Chancel Way, Switchbacks etc ?? What do you think ??
Glenn same old question do you believe that the second homes are going to decrease and the owners sell their properties off. In certain areas of Wales some councils have doubled or even trebled the council tax for second home owners and it seems to be paying off with more houses on the market ,the only catch is that once a house has been put on the market the owners are exempt for a year of the tax increase ,so they put the value of the house way above of what it should be .Some of the houses that have been put up for sale have had a lot of work done to them so the value will be higher. As for the population of Whitby do you think the problem may also be that there is not enough jobs in the area that pay a good wage ,by a good wage i mean above minimum wage i know there is a lack of industry in the area maybe the council could look at creating more jobs and build industrial estates on the outskirts of the town or very near the town.
You've got to get the terminology/legal definition right before you guess the taxation. A 2nd home is still classed as residential, so will be liable for council tax. A holiday let is ba usiness premise so is liable for rates. 2nd homes will prob see a doubling of council tax. Holiday let's have just lost all their tax advantages. It's looking likely they might remove small business ratecrelief, which will cost a holiday let another 6k/y

I did once meet a landlord who stopped doing Holiday lets and decided to rent full time, but he is a minority.
