Nelson and his colleague Lorico were accompanying their colleague from Papua to the airport, as he was returning to Indonesia. At the airport, after their Papuan colleague had gone through immigration to catch the Citilink flight, Nelson and Lorico went to leave, but when arriving at the ticket payment gate, a police officer wearing civilian clothes and the ticket gate workers would not open the gate for him to leave. When he tried to leave, a number of police in civilian clothes chased him and threatened him with a gun. The police arrested Nelson because he was carrying a bag with a West Papuan flag on it; it is not a crime to be in possession of this kind of material according to the Timor-Leste Penal Code. Police make arbitrary arrest of human rights activist
On Monday 2 September 2024 at approximately 12 midday, the Timor-Leste National Police stationed at the Nicolau Lobato International Airport arrested Nelson Roldão. Nelson and his colleague Lorico were accompanying their colleague from Papua to the airport, as he was returning to Indonesia. Their Papuan colleague had come to Timor-Leste to participate in diplomacy training that was being offered by the Diplomacy Training Program.
At the airport, after their Papuan colleague had gone through immigration to catch the Citilink flight, Nelson and Lorico went to leave, but when arriving at the ticket payment gate, a police officer wearing civilian clothes and the ticket gate workers would not open the gate for him to leave. When he tried to leave, a number of police in civilian clothes chased him and threatened him with a gun. The police arrested Nelson because he was carrying a bag with a West Papuan flag on it; it is not a crime to be in possession of this kind of material according to the Timor-Leste Penal Code. We of the Human Rights Defenders Network consider the detention and actions of the police against Nelson as an arbitrary arrest, illegal for not following human rights principles and the RDTL Constitution as stipulated in Article 10, Paragraph 1, that the Democratic Republic of Timor-Leste will give solidarity to all people struggling for national liberation; and Paragraph 2, that the Democratic Republic of Timor-Leste will give political asylum, according to the law, to people from other countries who are in danger due to their struggle for national and social liberation, their defense of human rights, democracy and peace.
We urgently demand that:
The Timor-Leste National Police Command immediately release human rights activist Nelson Roldão. [update -- after being interrogated, he was released at 6:00 pm.]The PDHJ take action, as the only human rights institution in Timor-Leste that has a major role in protecting oppressed citizens and those whose rights are violated.
The international community take urgent action toward the government of Timor-Leste that has through its security institutions (PNTL) arrested human rights activist Nelson Roldão.
The PNTL Command place disciplinary sanctions on those who illegally arrested and violated the human rights of a citizen as well as violated the RDTL Constitution.
The Government of Timor-Leste ensure that the PNTL follow the RDTL Constitution and refrain from following UUD 45 and the constitutions of other countries. The PNTL learn the difference between criminal materials as per the RDTL Penal Code and materials that are for international solidarity according to the RDTL Constitution.

Police make arbitrary arrest of human rights activist
On Monday 2 September 2024 at approximately 12 midday, the Timor-Leste National Police stationed at the Nicolau Lobato International Airport arrested Nelson Roldão. Nelson and his colleague Lorico were accompanying their colleague from Papua to the airport, as he was returning to Indonesia. Their Papuan colleague had come to Timor-Leste to participate in diplomacy training that was being offered by the Diplomacy Training Program.
At the airport, after their Papuan colleague had gone through immigration to catch the Citilink flight, Nelson and Lorico went to leave, but when arriving at the ticket payment gate, a police officer wearing civilian clothes and the ticket gate workers would not open the gate for him to leave. When he tried to leave, a number of police in civilian clothes chased him and threatened him with a gun. The police arrested Nelson because he was carrying a bag with a West Papuan flag on it; it is not a crime to be in possession of this kind of material according to the Timor-Leste Penal Code. We of the Human Rights Defenders Network consider the detention and actions of the police against Nelson as an arbitrary arrest, illegal for not following human rights principles and the RDTL Constitution as stipulated in Article 10, Paragraph 1, that the Democratic Republic of Timor-Leste will give solidarity to all people struggling for national liberation; and Paragraph 2, that the Democratic Republic of Timor-Leste will give political asylum, according to the law, to people from other countries who are in danger due to their struggle for national and social liberation, their defense of human rights, democracy and peace.
We urgently demand that:
The Timor-Leste National Police Command immediately release human rights activist Nelson Roldão. [update -- after being interrogated, he was released at 6:00 pm.]The PDHJ take action, as the only human rights institution in Timor-Leste that has a major role in protecting oppressed citizens and those whose rights are violated.
The international community take urgent action toward the government of Timor-Leste that has through its security institutions (PNTL) arrested human rights activist Nelson Roldão.
The PNTL Command place disciplinary sanctions on those who illegally arrested and violated the human rights of a citizen as well as violated the RDTL Constitution.
The Government of Timor-Leste ensure that the PNTL follow the RDTL Constitution and refrain from following UUD 45 and the constitutions of other countries. The PNTL learn the difference between criminal materials as per the RDTL Penal Code and materials that are for international solidarity according to the RDTL Constitution.

Police make arbitrary arrest of human rights activist
On Monday 2 September 2024 at approximately 12 midday, the Timor-Leste National Police stationed at the Nicolau Lobato International Airport arrested Nelson Roldão. Nelson and his colleague Lorico were accompanying their colleague from Papua to the airport, as he was returning to Indonesia. Their Papuan colleague had come to Timor-Leste to participate in diplomacy training that was being offered by the Diplomacy Training Program.
At the airport, after their Papuan colleague had gone through immigration to catch the Citilink flight, Nelson and Lorico went to leave, but when arriving at the ticket payment gate, a police officer wearing civilian clothes and the ticket gate workers would not open the gate for him to leave. When he tried to leave, a number of police in civilian clothes chased him and threatened him with a gun. The police arrested Nelson because he was carrying a bag with a West Papuan flag on it; it is not a crime to be in possession of this kind of material according to the Timor-Leste Penal Code. We of the Human Rights Defenders Network consider the detention and actions of the police against Nelson as an arbitrary arrest, illegal for not following human rights principles and the RDTL Constitution as stipulated in Article 10, Paragraph 1, that the Democratic Republic of Timor-Leste will give solidarity to all people struggling for national liberation; and Paragraph 2, that the Democratic Republic of Timor-Leste will give political asylum, according to the law, to people from other countries who are in danger due to their struggle for national and social liberation, their defense of human rights, democracy and peace.
We urgently demand that:
The Timor-Leste National Police Command immediately release human rights activist Nelson Roldão. [update -- after being interrogated, he was released at 6:00 pm.]The PDHJ take action, as the only human rights institution in Timor-Leste that has a major role in protecting oppressed citizens and those whose rights are violated.
The international community take urgent action toward the government of Timor-Leste that has through its security institutions (PNTL) arrested human rights activist Nelson Roldão.
