I dunno . . . I agree with you entirely but even if Ainley’s Master wasn’t consistently realized to his fullest potential he still scared me enough as a kid! This performance on the part of Culshaw really does recapture the best of Ainsley quite nicely though, that voice of smooth and quiet velvet intertwined with a subtle cadence of simmering malice.
This is one of my favourite Doctor Who stories of all time, I've listened to this so many times since it came out, I adore it and it's crazy to me that this isn't even the best cliffhanger in this story. "I'm an artist Doctor, an auteur of misery of death, and this is my finest work" also has to be my favourite line this Master has ever been given??? Incredible reveal and one of those expertly done twists where there's just enough telegraphing for you to work it out just before the Doctor does and kick yourself for not realising it sooner.
Couldn't have put it better myself, it's an incredible story, and the "I'm an artist doctor" line is the reason I decided to upload this clip. This story is a wonderful tribute to Ainley's Master, he's so well written here
He may have been the 3rd Master we saw, but the Tremas Master is well beyond the third incarnation of Koschei. He would more likely be the 14th, if you could even consider the Tremas Master a proper incarnation.
Love how the Master is impersonating the Brigadier because it might be a reference to how they're both played by the same actor.
He also masqueraded as the brigadier in the Claws of Axod

Definitely took cues from Ainley's performance in Survival rather than his earlier stories

Yeah, I kinda doubt big finish would do that with it being a recast, but it would be amazing!
