I am pretty sure, that they were musicians! If you listen closely just to the drums for the whole song (especially on headphones), you will hear so many details with hi hats, snares, kicks. Many SNES Soundtracks got very simple drum sounds

But I know what you mean, a lot of the shooters those days had music inspired by rock music even though it was electronic. Listen to the OST to ThunderForce for example, definitely inspired by metal, but sounded more like the Doom soundtrack.
Used to play this with my best bud back in the day, fond memories playing axelay night and day until we beat it. My buddy took his life few short years ago, Ur in my memories brother, this game reminds me of our good times
