sorry for late reply. It is developed by Windows Software Developer for the Windows Operating System. There are many reasons like virus / Malware infection or hardware failure. So, There is no particular reason for occurring this type errors. You can re-downloading file & try one more time this method.

May be the Unarc.dll file was not installed properly or the file is corrupted. Could you please re-install the file?

If you still have the hardware or the service pack files try re-installing it on safemode...

I don't have a SysWOW64 folder
Your system is 32bit, that's why your system doesn't have SysWOW64 folder
If I wrote a C# dll in Visual Studio on Computer A and it is working on Computer A, but wanted to move the dll to Computer B, is this what i would do?

What it is? 32 OS Should have system 32.
64bit OS Should have SystemWOW64.
Why you have both in your computer?
64bit OS has both System32 and SystemWOW64 and my OS is 64bits so I have both in my computer
