Did you find a consistent way of doing it? for me didnt work 1) strong pistol 2)shotgun 3)fast smg shots, both target + civil and target + guard. always pacified. What Is the 100% way of doing it?
100% way of doing it is to use a sniper file with a piercing perk (Leviathan, Tautara, Jaeger Lancer) and shooting 2 people with 1 shot (a target + anyone else) Never failed for me
