It's not government's mandate to create jobs. Economics 101. The role of government is to create an enabling environment for private sector to invest and create jobs. How? Through adopting investor friendly policy, ensuring policy certainty, providing public goods (effective & efficient policing, ensuring political stability, safety & security, upholding the rule of law etc).
