I'd call it very rng free, most of the difficult routes and strats take a ton of practice but can be consistent with enough practice and understanding. the only thing I'd note is bullet boosts, some of which can feel random because of how precise they are, but getting optimal boosts in general isn't that important in fullgame runs until a very high level play. (it's much more important in IL's in comparison)
