I'd say that's one of the few clever jokes in the Polonia movie: that the soldiers are meant to be the American actors, who are always the only people in a Godzilla movie whose mouths match up with what they're saying.
Shin Sang-ok actually made an more western retelling of Pulgasari titled The Adventures of Galgameth. That's definitely one to look at for a future list.
Check out "MILLENNIUM BUG" from 2011 concerning a giant monstrous insect that emerges once every 1,000 years. It's American made and is quite entertaining, featuring a man-in-suit portraying the titular creature.
Pulgasari had Kenpachiro Satsuma play the monster. I believe he knew of it being from North Korea, because I think he said he went there (when he was at gfest so long ago). He didn't know, however, what they did to actually get the film rolling....ie kidnapping and such.
My understanding - and I could be mistaken - is that the rest of the non-kidnapped crew thought they were being flown to South Korea and didn't realize exactly where they actually landed until afterward.
Kind of surprised you didn't mention the X from Outer Space. I think I saw it in the early 70s at a kiddie matinee, and it's one I've always loved, though it's a ridiculous movie.

Gotta say - Pulgasari itself was indeed meant to be propaganda as well. The monster itself is supposed to represent capitalism, considering all the resources it used and how the people suffered under him after defeating the ruler of the village
These kinds of flicks can be a lot of fun, depending. I have a high tolerance for even the worse of them if they give me a lot of a cool-looking monster, and by cool, I mean relatively decent all the way to pretty schlocky. I do have my limits, though. I think you found some of them on this list.
I just don't get why Godzilla movies are so beloved by so many people. They're awful lol even as a kid I hated them, I thought they were corny as hell and couldn't get through them. I never really gave them much thought growing up, why would I? They're badly made with some of the worst special effects ever put onto film, badly acted, even worse with the dire English dubbing, so I just kind of forgot they existed, they were only ever brought up as jokes when making fun of other movies special effects. Then, years later when I started watching RUclips, I was shocked to see just how many GROWN ADULT MEN adore these things. Most Godzilla fan boys are so rabid and will literally attack anyone who speaks about them negatively lol It blew my mind. It was like watching a bunch of testosterone filled burly men collecting and playing with Barbie dolls and Unicorns. At first I thought it was a joke I hadn't got but nope, the fandom is real. It still mystifies me when I watch videos about the big rubber guy and read the comments, the fan base is huge, WHY??? Please someone explain it to me because I don't get it. What am I missing? 😂😂😂 They''re movies with a guy in an awful rubber suit kicking down papier mache models and fighting other guys in rubber suits or models on strings, why does this not give me a hard on like it does with the Godzilla fan base? 😂🤣😂 That Godzilla movie where he does karate and then jumps up and down dancing and screaming is one of the creepiest and worst things my eyeballs have ever been exposed to. It's not much different from watching a cheesy action movie. There's unbridled joy in seeing stupid carnage on screen with no pretensions.
