It was disgusting when he said about prisoners dying in custody. He was a pretty awful copper, so unprofessional. I worked at the Social Security and Jobcentreplus offices up until 2007, we never kicked people out, some would sit in the office all day. We would only get the police out if the office had closed and the customer refused to leave. They were removed for aggravated trespass. I used to get threatened at work every other day, you get used to it.
They should have a no claim bonus on their insurance. If they get too many strikes, no insurance, and they are personally liable. Some auditors in US have had settlements that included the cops assets and pension. That would stop these clowns in their tracks.

This means that the police officer must have a reasonable suspicion that you, specifically, are engaging in, or have been engaging in, anti-social behaviour. They are not allowed to question everyone in a crowd just because they suspect that someone in that crowd was involved in anti-social behaviour. They can question you, but you don't have to answer their questions. What was his "reasonable suspicion"?

This was a fine example of an individual maintaining complete control over a situation, leading to a despicable police constable overreaching his authority. Our Finnish police have the right to demand ID when "performing a singular task." So, they need to be doing something that they think qualifies as a thing to do. I guess scratching their bottom would qualify, as would any possible thing. Basically there is zero chance to lawfully decline, if a cop really wants to ID you here. No suspicion of anything required. They also go by "secret orders" sometimes. Photographers in events have been singled out and prevented from filming where other people can film, and the basis was "we have this secret order". This country has been rated one of the least corrupt. I would bet that's purely a matter of the cat still being in the bag.
Transparency is not beneficial to any government department. Knowledge is power. Therefore, the citizens are not allowed to have that knowledge. All countries are imposing these " secret orders".
