We get tourists from all over the world here in London. but the whole concept of the traffic light and pedestrian crossings seem almost alien to them... Though thats not taking the attention away from the city workers and other locals who are out and about with their headphones on, listening to music while staring down at their phones. I work in central london and commute to and for by bicycle and I have seen so much of it. Then we have those special folks who step out into the road and look to the left when the traffic is coming from the right and they shit themselves when they almost get hit by a car...

It's true, but only for their safety. The government isn't trying to encourage people to jump in front of buses even if they're allowed to lol. Of course, if a vehicles isn't able to stop in time, for valid reasons, the driver cannot be held accountable (for example going 1m ahead of a car doing 30mph legally, can't expect to car to not hit you)
