Rbonney is the ONLY candidate among the 3 who answered the "how do you work to demonstrate..." This is the method used in schools in Texas, for students to prepare for their Short Constructive Response in their state exam As a teacher , myself it was evident that she used this method. Answer the question, Cite her evidence then explained the the evidence.

You nailed it! At the beginning of my classes every academic year, I train my students to answer using ACE. Then when they get used to it, I require them to answer every question using this strategy so that when they write their essay, it’s easier for them to finish it.

But even if she got deduction for an overtime, her answer is still the best among the finalists who are obviously trailing behind in terms of depth of the answer, content and to say the most, delivery.
She just gave an impromptu answer though. If the impromptu speech has a minimum time of 3 mins, you can elaborate in your body paragraphs by citing more sources and setting more styles by giving examples or by using comparison and contrast, and cause and effect. So I think ACE method can be used in impromptu speech as well.

DR's delivery was monotone/low energy seems like she's reprimanding/lecturing.. it's not appealing to listen though she had great answer.
