"So the humans couldn't find any other sentient race in the galaxy but decided to post a war fleet in the system to protect it from the galaxy?" a society in turmoil, seeing beings much more powerful than them (because they have a stable society and more tech and had more time to develop and build huge ships) might be inclined to swing towards a military dictatorship, out of fear from the big bad universe IMO, that could be a good decision, to tell them to dial down the military and concentrate on the economic and societal problems because they were already in the ropes, so they had to cut spending on something and the military is a good option if someone else defends you looking at it another way, there is no guarantee that the human said the truth when he implied that the rest of the galaxy was empty

As for Universal Health Care, most countries have a Bismarck model in place which means public & private systems work together to meet needs while the government works to regulate the whole thing. There's alot variation in how countries set it up but the basic idea remains consistent. Even a few countries have transitioned from the Breveridge model(Single Payer) to the Bismarck model for the sake of cost reduction or efficiency. Never let the government or corporation maintain monopoly on anything because they will screw it up somehow.
The people are what matter, bureaucratic offices are in service to said people and should NOT UNDER ANY CIRCUMSTANCES make anything close to 6 figures without also having a job separate from what should be exclusively a service to the people.
